Kathy L. Francis

Kathy L. Francis currently serves as the Frederick Community College Executive Director of Emergency Management Programs, adjunct faculty, and leads the Mid-Atlantic Center for Emergency Management (MACEM).

Kathy Francis leads the MACEM to develop and deliver specialty courseware in emergency management and serves as the Post-Secondary Affiliate for Homeland Security and Emergency Preparedness for the Maryland State Department of Education Career and Technology Programs. In March of 2016, Kathy earned a Certificate of Completion in Crisis Leadership in Higher Education from the Harvard University, John F. Kennedy School of Government. She also earned a MS in Management with the Johns Hopkins University Police Executive Leadership program in May of 2012.

Kathy Francis' contributions to the profession include leading a Federal Emergency Management Agency (FEMA), Emergency Management Institute (EMI) Higher Education National Special Interest Group for Associates-Level Emergency Management Institutions, member of the International Network of Women in Emergency Management (inWEM), serve as a Maryland Emergency Management Association Professional Emergency Management Certification reviewer.

Ms. Francis served with the Frederick County Government in the Division of Emergency Management. She has extensive experience in all phases of emergency management, including the execution of large mitigation projects, continuity of operations planning, emergency operations planning, hospital evacuation planning, exercise design and evaluation, and response and recovery operations during four Presidentially-declared disasters. She is well known for her work to prepare vulnerable populations for emergency or disaster. She is a national conference speaker and has authored professional articles in national publications.

Ms. Francis is an International Association of Emergency Managers (IAEM) Certified Emergency Manager (CEM) and a certified Maryland Professional Emergency Manager (MDPEMP). She recently attained her Certificate of Mastery: Assessing Learning for College Credit through the Council for Adult and Experiential Learning (CAEL) and Certificate for Online Adult Teaching from Penn State. Kathy served as the Senior Crime Analyst with the Sanford Police Department in Sanford, Florida. Ms. Francis attained her Florida Law Enforcement Analyst Certification from the Florida Department of Law Enforcement/DHS.
